Evaluation of the surveillance system attributes in public health in the Department of Huila in 2008

Abstract

Descriptive, evaluative and cross-sectional study on the SIVIGILA system was carried out aiming at assessing the attributes compliance of the epidemiologic surveillance system in the Department of Huila in 2008. The study included 43 Data-generating Primary Units. It was evaluated the compliance of six attributes proposed by World Health Organization namely: simplicity, acceptability, flexibility, integrity, positive predictive value and sensitivity. It was used a methodology developed in Cuba and adapted for this study, consisting of the application of a questionnaire and testing the positive predictive value and sensitivity of three events of public healthsurveillance: classic and hemorrhagic dengue, pulmonary and extrapulmonary; and ophidism accident. Data were refined and processed by using Excel. It was intended to have proportions with their respective confidence interval to assess statistical significance, indicators, table 2x2 and concordance by applying Kappa test. The results were as follows: only 14% of institutions consider the system to be simple, 56% of them believe to meet the acceptability attribute, for 30% of them the system is flexible, 56% qualify as “regular” the attribute of integrality, the sensitivity and PPV attributes are very poor for most of the events monitored and there is no concordance in the health care record systems and SIVIGILA.
