The actions of public servants and of those individuals in the exercise of public functions must be framed within a series of principles, rules and values that regulate such actions, which enable the normal and proper functioning of the public administration, complying with the essential purposes of the State; this compilation of eminently legal rules, both substantial and procedural, is known as disciplinary law.
Thus, in this article an analysis of the disciplinary rules is carried out, taking as a point of reference the precedent recorded in 1913 with the issuance of Law 4, which, of course, is not the first in the matter, but it is from it that the analysis that determines the regulatory framework is configured.
