1. CONTEXT IN QUALITY
In the last 30 years, Colombian society headed by the state has assumed the strategy of improvement of quality of education as priority because it is considered as a necessary condition for the upgrade of educatuve processes. Since the educative reform of 1960, passing by the 080 decree of 1980 until the statute 30 of 1992, and the policies that rules the statute 115 of 1993, it gas been a evident concern of the state to upgrade Colombian educative system .
